Creating Inflated Projects

Another project I’ve seen several Python developer create are inflated applications/websites, what does this mean? Essentially, the developer will create an application or a website (using Flask or Django), they will then artificially bring traffic to that website, and they will turn around and sell that website, not only is this extremely unethical, but I’ve seen several developer’s get exposed of this and subsequently ruin their reputation as a developer.
